Start by adding your confectioners sugar and meringue powder into your stand mixer with a paddle attachment

In a separate bowl add however much base icing you need then add coloring. Once you've reached a perfect color go ahead and add a small amount of this into a piping bag making sure to leave some icing in the bowl. From here you are going to add 1-2 drops of water at a time to reach a thinner icing. This will be your flood or "filling".
